      Lottery Funding The 
      Portobello community group, PEDAL (Portobello Energy Descent & Land 
      Reform) has bid for £50m from the Lottery's Peoples' Millions fund 
      in order to create Scotland's first 'eco-village'. 
      Proposals include: 
      -  car free housing promoting green 
      sustainable living. 
      -  allotments and community smallholdings. 
      -  an exhibition centre, based on the 
      Eden Centre in Cornwall. The plan 
      is to create the village on the site of the former Scottish Power HQ.  
      It was previously proposed to build a supermarket on this site, but these 
      plans were rejected in 2005, following a public inquiry. If the 
      Portobello Eco-village is shortlisted, the project could be featured on 
      ITV then put to a public vote before it is given any cash is granted.
