Confusing Road Signs

Here are some rather confusing road signs in George IV Bridge at the top of Victoria Street.  When this photo was taken in March 2008, the top and bottom signs were facing to the south-east and the middle sign was facing to the east.

I believe that the top two should have been facing to the south as in the  photo below,  taken in September 2007, and that the bottom sign is not needed.
