Confusing Road Signs

Here are some rather confusing road signs in George IV Bridge at the top of Victoria Street.  When this photo was taken in May 2008, all three signs were facing to the west towards Victoria Street.

I believe that the top two should have been facing to the south as in the  photo below,  taken in September 2007, and that the third sign is not needed.

There are two more road signs on the extreme right of the large picture above.  They are facing to the north, but should be facing to the south!
